DORAL MEADOWS PARK
PHASE II

RDC recently completed Doral Meadows Park Phase II, a 14-acre park containing two baseball fields and two soccer fields adjacent to an existing elementary school.

Unfortunately, the existing park was built on a reclaimed "muck" site. To make the fields playable, RDC demucked 5 feet of unusable soil and replaced it with a suitable material that will allow for drainage and stability of the new sports lighting, backstops, bleachers, dugouts, pathways, new playground and pathway lighting.

The City of Doral trusted RDC to convert the unusable site into a high quality facility in time for the 2006 baseball season.

MARATHON COMMUNITY PARK PHASE II

RDC was selected by the newly formed City of Marathon to construct the second phase of a three-phase park project.

Marathon Community Park sits on 11 acres, is located between US1 and a mangrove preserve. The park boasts two tournament soccer fields, an extreme skate park, restroom/concession building, lighted pathways, parking, shade shelter and a 2000 sq. ft. amphitheater. The amphitheater is a state-of-the-art tensile membrane fabric structure that accommodates a full-size orchestra and meets the 150mph win dload for the Florida Keys.

A bocci ball court and shuffleboard court round out the sports venues for this active park. All activity areas are lighted for nighttime use.

The site required all native plant species to be relocated to an offsite nursery and returned when landscaping was ready.

Phase II completes the parking requirements for all three phases.

HALLANDALE BEACH HIGH SCHOOL STADIUM TRACK



The Broward County School Board and the City of Hallandale Beach joined in an unprecedented effort to bring Hallandale High School a long overdue track and stadium.

In partnership with the City of Hallandale Beach and Hallandale High School, the School Board of Broward County allocated funds to the City of Hallandale Beach to build a much-needed track and stadium. Giving the funding directly to the City enabled them to hire RDC to Design/Build the facility and cut years off the completion time.



Since the City had recently engaged RDC to improve their citywide sports and recreational facilities through a $3.2 million bond issue, it seemed natural to hire the firm to handle this project as well.

Part renovation and part new construction, the project included demolishing an existing six-lane track six feet to the south and building a new cushioned eight-lane track six feet away. Add to that a new football/soccer field, seating for 2,500, Musco high-mast lighting and a press box, and you've got a stadium ready for prime time.

HALLANDALE AQUATIC COMPLEX

The voters of Hallandale Beach agreed with a proposal put forth by the Mayor and the City Commission and passed a bond issue to upgrade the City's aging parks and community buildings. However, after 12 months of programming and planning, the City was no closer to completing the projects than when it started.

That's when Recreational Design & Construction entered the picture. After being introduced to the Parks and Recreation Director, the RDC team proposed this idea: Utilize the piggy back clause and retain RDC to Design-Build all the projects under the bond issue, including:

• Re-working existing sports lighting on the baseball fields
• Providing ADA access to existing restroom facilities
• Completely renovating the aquatic complex and adding a splash pool
• Renovating and expanding 3 community centers

With RDC's help, all the projects covered under the bond issue were completed within 14 months of the contract award.

WESTCHASE AND WESTCHASE EAST PARK IMPROVEMENTS

Westchase and Westchase East, a Community Development District located in East Tampa, negotiated with RDC to renovate and enhance their existing sports and leisure facilities.

Both upscale developments needed to bring their sports and leisure facilities into the 21st Century, so that they could attract new residents and maintain high property values. RDC's vast experience in Design/Build as well as the firm's Cooperative Purchase Agreement that allows projects to start immediately, are what sold Westchase.

Project stages included upgrading facilities to meet ADA standards, and putting in soccer fields, new playgrounds and safety surfaces. Adding meandering boardwalks overlooking the scenic wetlands, fresh, new picnic pavilions and lighted pathways bring a sense of enchantment to pedestrian bridges and trails.

ROYAL OAKS SPORTS PARK PHASE I



RDC responded to an RFP for Design-Build services advertisement placed by the Town of Miami Lakes. It was RDC's aggressive pricing and short delivery time that clinched the deal, making Royal Oaks the first park project undertaken since Miami Lakes became Miami -Dade County's newest town.

First, a playground was relocated and shade shelters added. Then four tournament-size soccer fields were created with night lighting, concrete pathways and bleacher areas on all four fields. Next, central to all activities was the new fan friendly concession and restroom building. Finally, the 163-space parking lot, utilities, drainage and infrastructure completed the project.

ST LUCIE COUNTY
OPEN SPACE POOL




This pool has a history: It was built prior to World War II and served as a training facility. Using the Design/Build process, RDC's contract called for the demolition of this aging community pool.



The new pool is state-of-the-art. With zero entry, toddlers and other non-swimmers can ease themselves into the pool, allowing learn-to-swimprograms to achieve the best results. Two 75-foot swim lanes are ideal for master swimming programs and lifeguard training.

The geo-thermal heating and cooling system along with the state-of-the-art water treatment system, ensures leisure and exercise swimming year round.

C.B. SMITH PARK PARADISE COVE WATER PLAYGROUND



Two water-play structures, a Wacky Waterway, two refurbished 400-foot water flumes, concession buildings and restrooms are all part of the new and improved 4.69-acre aquatics complex at C.B. Smith Park.

The water-play area that can entertain up to 115 little squirts, 5 and under, has two slides and features a 300-gallon tipping coconut that splashes over a roof into the play pool, delighting all awaiting its arrival.

For those 5 and up, there is a 286-capacity activity pool complete with a 600-gallon tipping bucket and five slides.

A 484-foot Wacky Waterway, accommodating up to 162 people, is awash with New Braunsels General Store International interactive features, including one that enables bystanders to soak those floating down the lazy river.

This $6.5 million Design-Build water-park revamp went from contract award to completion in just 26 weeks. RDC was on the job 24/7 with as many as 110 workers daily. The project, which involved nine separate permits, was completed within budget, on time and with no change orders.

 

 
Design/Build has evolved into the construction method of choice by public agencies throughout Florida. Recent surveys show that design-build continues to be more cost effective and efficient than traditional design-bid-build.
Elected officials and public administrators are sold on design-build, because it brings projects in on time and within budget.
 


PROJECTS UNDERWAY

BROWARD COUNTY

Mass Transit Support Services Facility: Broward County's Transit Service and Broward County Board of County Commissioners were in need of new Administrative offices and site improvements to their main facility located in Pompano Beach.

Broward County Construction Management & Purchasing Division solicited for Design/Build firms to submit proposals for their new facilities. Broward County's finest Design/Build contractors submitted proposals and the county short-listed three firms; these three firms presented their qualifications and their proposal to the selection and negotiations committee. RDC was unanimously awarded the contract.

The Transit Support Services contract includes the redesign of the northern portion of the site to improve site circulation for bus storage, parking configuration and site drainage location of the new transit administrative offices. The project was divided into multiple phases; a sub site and overall site allowing for multiple permits and simultaneous construction and rerouting of bus circulation.

Blount Road entry: Was required to be expanded to better accommodate the anticipated bus traffic.

Drainage: Organizing all the government agencies requiring approvals for this site was a daunting task; fitting them all in the existing site required an immense effort on our Designer and Pre-Construction Manager's part.

The Building Program: The two-story 17,500 square foot facility in and of itself is not a typically large building, but the new Administrative offices require that it be technologically and structurally advanced to meet their needs for years to come. The structure is designed with 16" deep composite concrete deck system, where the exterior walls are masonry load bearing with no interior columns.

The entire building is designed to operate during and after a hurricane. Having a 300kw generator for emergency power to accommodate this, the FP&L duct banks has to be rerouted to the entire facility.

Landscaping for the site and sub site required a Xeriscape planting scheme with native Florida aesthetics while keeping maintenance to a minimum.

District 4 Park Improvements for Plantation Heritage Park Phase III:
Plantation Heritage Park is located within the City of Plantation, but is owned and operated by Broward Parks & Recreation, and being a Broward County Park, was included in the 2000 Safe Parks "bond issue".

This is the 3rd Phase of a total park renovation. RDC completed Phases I & II in prior years and was a natural choice when the county advertised for Design/Build Services.

The scope of the project includes an improved entry roadway with ADA sidewalks and a new gatehouse, new landscaping and the water feature will complete the entry of the park.

A 2,000 square foot accessible playground with a sunshade cover, separate swings, park benches and trash receptacles will be constructed to the north of the existing lake.

The Administration Building will be completely remodeled with a new roof system and a H.V.A.C. System designed to keep mold out.

The 40 plus acre park irrigation system will be replaced with a state-of-the-art system that communicates with a central computer allowing for less maintenance and less energy use.

The project also includes the removal of Australian Pine trees prone to come down in a hurricane.

The entire project is expected to complete in less than one year.

District 5 Park Improvements for C.B. Smith Park, Brian Piccolo Park and Markham Park:
Under the Broward County “Safe Parks and Land Preservation” bond issue, RDC was awarded the contract to upgrade, repair and provide new amenities at parks in the 5th District including C.B. Smith, Markham and Brian Piccolo Parks.

C.B. Smith Park will get 20 new Recreational Vehicle Campsites along the lakefront. The 20 new campsites will require the design and development of land clearing, roadway paving, grading and utilities to the new area. The RV campground will also include 50-amp electric service, phone hook up and cable TV to each campsite. A new restroom facility with shower stalls for guests including washers and dryers. This will complete the long awaited addition to the very popular Recreational Vehicle Campgrounds located in C.B. Smith Park. The existing campground restroom facilities will receive a much-needed facelift and the facilities brought up to correct building code will meet the American with Disabilities Act.

Markham Park's improvements will include the design and construction of new entry improvements including guardhouse and ticket booths to accommodate the new and larger recreational vehicles. Stacking for the busy park is also included. The Design Team will also be put to task with designing the roadway entry bridge connecting to State Road 84.

Brian Piccolo Park will have the existing tennis courts demolished and built to RDC's exacting standards. The new 10 Hydrogrid Courts will be a welcome addition to the old and worn out courts. The new Hydrogrid courts will have new state-of-the-art sports lighting, tennis court fabric, and connecting sidewalks to enhance the play on the courts.

CITY OF DORAL


The newly formed City of Doral located within Dade County, Florida advertised for a Design/Build firm using the RLI "Request for Letter of Interest" for their new projects: Doral Park and Doral Meadows Park Phase II.

Both projects were built by Dade County and then deeded over to the City of Doral upon incorporation. The newly elected Commission campaigned on new and better parks for the community. The commission needed a firm with a proven track record that could perform under a tight time frame and produce a high quality product, that is why RDC was selected to Design/Build the very first parks for the new City of Doral.

Doral Park:
was a donated parcel of property to the County in exchange for concessions in surrounding developments. The unfortunate part of the gift is that the developer used the site as a trash dump prior to giving it to the County.



The City of Doral with master planning by Bermello Ajamil and Partners designed many options for their new park. The final selection contained two lighted soccer fields designed with Sportexe Synthetic Turf, three lighted basketball courts, two lighted sand volleyball courts, walking path with 10 station Vita Course, picnic shelters, large ADA accessible playground with shade canopy, lighted tennis courts, 5,000 square foot Recreation Center Building, parking for 152 cars, open play areas, landscaping and perimeter fencing, scoreboard for all sports and a central plaza for gathering with neighbors.



Prior to the construction of the designed park amenities the park property must have 7 feet of construction debris removal and filled with suitable soil.

The City Commission made the decision to spend the additional dollars to provide the City's citizens with the finest quality facilities available. The Sportexe Synthetic turf on both soccer fields will allow the citizens to use the soccer fields 8-10 hours a day without wearing out the surface as often happens with Bermuda sod.

CITY OF NORTH MIAMI BEACH


Victory Pool: The City of North Miami Beach's Victory pool was originally built in 1960 and was the “Jewel” of the Gold Coast. The 50 yard pool with a separate 10m dive well, was host of many swim events and happy memories for residents and vacationers in years past.

After two major repairs and filter replacements, the pool has reached its expected life span. The City did its homework investigating pool products, contractors, pool configurations and the present need in a growing diverse community. All these factors led them to Recreational Design & Construction as their Design/Build Contractor and the Myrtha Stainless Steel Pool for their new pool project.



The RDC Design/Build Team met with the city staff and designed the new facility utilizing state-of-the-art construction methods and materials and design techniques.

The final design will utilize the existing 50-yard pool shell expanding a section to 25 meters, allowing them to compete in the short course High School circuit.

Creating a shallow learn to swim area with a handicapped ramp in the pool and a water bench for children to rest while in the-learn-to swim classes.

The opposite end of the pool will have two open tube water slides for the older kids and young at heart to enjoy.

The old kiddie pool will be demolished and replaced with a 2,000 foot water playground. Sitting in 16" of water will be NBGS International play equipment. The play equipment will include dumping buckets, small water slides, rain drops, old-fashioned tire swing and many other play elements for children of all ages to enjoy.

All the pools will utilize the Myrtha Stainless Steel Technology. The 50-meter pool will be renovated with Myrtha's RenovAction System, bringing the facility up to date for the 21st century.

CITY OF MIAMI


Grapeland Heights Park:
This 13-acre active park located just south of the Miami Airport will be transformed in three phases.



Phase I includes a baseball complex with four fields and a two-story restroom/concession building that acts as a central hub to the fields. Perimeter parking with convenient walkways provides easy access. Phase I will be completed Spring 2007.


Phase II is a water park containing four different pools: First, there's a large activity pool with themed water playground equipment ideal for kids 5 and older. Pool number two is a smaller water playground designed especially for kids 5 and under. Next, a 600-foot wacky waterway meanders around the site dumping, spraying and splashing riders as they drift by. And finally, for the adults, there's a resort style pool setting complete with beach entry to a depth of 5' deep where they can sit, relax and float in cool, refreshing water. Phase II will be completed early Spring 2008.






Phase III is a 26,680 sq. ft. Community Recreational Center. This two-story facility is reminiscent of a structure found in our national park system and holds center stage over the entire park. Phase III will be completed early Spring 2008.

Little Haiti: Rather than risk losing Federal funds, the City of Miami declared an emergency and awarded two Design-Build projects to Recreational Design and Construction.

Phase I involves creating a soccer and recreation area in the park and includes the demolition of an existing dilapidated trailer park and the renovation of a 10,000-square-foot church.



The church will be transformed into a modern recreation building complete with community center and individual rooms for aerobics, weight training and arts and crafts. Several multipurpose rooms and accessible restrooms are also included in this phase.

A domino park outfitted with domino tables, splash deck, picnic shelter and playgrounds with shade covers make this park a fun, safe place for children to play.

Scheduled for a November 2007 completion, Phase II includes two fully lit tournament-sized soccer fields with permanent seating for 700 people. The bleacher area will house additional restrooms, concession area and equipment storage. Meandering pathways through lush landscaping add a finishing touch to a well-planned city park.

ST. LUCIE COUNTY

Lakewood Park:
St. Lucie County advertised for Design-Build services via the RFP process. RDC responded and was awarded this highly contested project based on its on-time, on-budget reputation. The challenge: Transform 157 acres of pine shrub, wetlands and scattered oak trees into a regional park for all of St. Lucie Countyís residents to enjoy. Lakewood Park's major features include:

  Raindrop products
• Restroom and equipment room bordering pool area
